Question:
Is it permissible for this young man, who does not have the ability to marry for a long time (for example, 5 years) and feels severe hardship due to lust, to masturbate (self-pleasure) once a month or every three weeks during intense desire?
And is it impermissible (haram) or disliked (Makruh) to fiddle with the private organ without ejaculation?
بِسْمِ اللّٰهِ الرَّحْمٰنِ الرَّحِيْم
In the name of Allah, the Most Gracious, the Most Merciful.
The answer, and with Allah is success:
Hand practice is impermissible in any case, in any form.
In the presented scenario, masturbation/hand practice (self-pleasure) is not permissible in any way, whether one does it once a month, every three weeks, or after several months. In any case, masturbation by hand is religiously impermissible and a sin.
And merely “not having the ability to marry and the intensity of lust” does not make it a habit and permissible.
The treatment in such a condition: is fasting, guarding the gaze, and striving for the means of marriage, and if ever the self is overpowered and this sin occurs, then sincere repentance is immediately obligatory. (Banuri University)
Touching the organ to derive pleasure is also impermissible.
Fiddling with the private organ without ejaculation, if it is for lust/to derive pleasure or for ejaculation, then this too is impermissible and falls under the causes of sin; however, touching without lust for necessity (e.g., cleansing, cleaning, treatment, etc.) is permissible. And if during this fiddling, semen or pre-ejaculate fluid is not released, then ritual bath (ghusl) is not obligatory and ablution (wudu) is also not broken; yes, this action is nonetheless to be avoided and causes sin.
